USCG requirements to fouling maintenance in the ballast water management plan

The revised US Coast Guard (USCG) regulations on ballast water management entered into force 21 June 2012. A specific ballast water management (BWM) plan is required for each vessel and shall include inter alia; procedures for detailed fouling maintenance. This newsletter describes what is required and some practical advice on how this can be fulfilled by the shipowner.

China MSA Requirement for Damage Control Booklets

china-msaFollowing a recent case in China where the China Maritime Safety Administration (MSA) issued a deficiency (Code 17) requesting a Damage Control Booklet to be provided onboard before allowing the ship to sail, Owners / Operators of cargo ships constructed on or after 1 February 1992 and trading in Chinese ports should from now on ensure that a Damage Control Booklet (in addition to the Damage Control Plan) is available onboard.

EPA VGP - USCG VGP COMPLIANCE CHECKLIST

coast-guardFrom 13th March 2011, USCG will include in it’s examinations on foreign vessels, checks for the proper implementation of the US VGP requirements. The Coast Guard will not check vessel compliance with the State and Indian Country lands specific requirements contained in Section 6 of the VGP.

The applicable VGP requirements and the required procedures that have to be implemented onboard with the aim of ensuring compliance are set out in the ship-specific Compliance Program Manual which must be available onboard.

New requirement for the installation of a Bridge Navigational Watch Alarm System

dnv_logoThe intention of this newsletter is to give DNV approved service suppliers, ship owners, yards and BNWAS manufacturers guidelines for the installation of BNWAS on board DNV-classed vessels for which DNV issues a Cargo Ship Safety Equipment Certifi cate.

The purpose of the BNWAS is to monitor bridge activity and detect operator disability, which could lead to marine accidents. The system monitors the awareness of the offi cer-on-watch (OOW) and automatically alerts the Master or other qualifi ed OOW if for any reason the OOW becomes incapable of performing watch duties.

Requirements for AIS-SART versus Radar

aisA Search And Rescue Transponder/Transmitter (SART) is a self-contained device intended for emergency use at sea. The SART shall be capable of indicating the location of a vessel in distress on the assisting vessel’s radar or AIS (Automatic Identification System).

As of January 1, 2010, IMO allows the use of AIS search and rescue transmitters (AIS-SART) as an alternative to the survival craft radar transponders (Radar-SART) in search and rescue operations. The SOLAS Convention and the HSC Codes previously required two Radar-SARTs (only one for ships between 300 gt and 500 gt).
